Discussions over a £12 million deal are progressing well according to the report, and he could land at the Anfield club sooner rather than later.
Harry Wilson is expected to go the other way to Stoke on loan as part of the transfer deal, with the winger yet to play again for the Reds since his debut back in January 2017.
Klopp is looking to add to his attacking options and Shaqiri is seen as the perfect extra player alongside the existing Roberto Firmino, Sadio Mane and Mohamed Salah.
The Switzerland international is currently on holiday following his World Cup appearance in Russia which saw his country eventually eliminated by Sweden in the round of 16.
Klopp has already acquired Fabinho this summer along with completing the signing of Neiby Keita ready for the 2018/19 season.
Liverpool have also had public interest in Nabil Fekir, but negotiations have fallen quiet with Shaqiri seen as alternative option. The Reds start their new Premier League campaign against West Ham on August 12.
